Yes, it is not right to judge a person based on tattoos. There are examples of individuals with vitiligo getting tattoos to cover the white spots, considering that there are not that many alternatives right now.
But, there are people out there whose life is all about tattoos or plastic surgeries etc.
Whether it were to be enforcing and/or following one's belief or having tattoos, it should never be obsessive.
